The Metropolitan Water District of Southern California says this:

LawnCheck makes use of what they term "Water Budget Adjustment" by letting you adjust the amount of water applied on a monthly basis. (We call this "seasonal scaling")   The hot summer months are 100% of the budget, and the landscaper needs to determine what irrigation level consitutes the "budget."  So for hot months, it's 100% and 80, 60, 40, 20 as you proceed through the cooler months.  Of course LawnCheck gives you even more flexibility in being able to block cycles if it is unseasonably cool, or activate cycles when it is warmer than expected.
